Introduction

The Scottish Personal Licence Refresher Course is designed for existing Personal Licence holders who are required to complete refresher training to maintain their licence. This course updates learners on current Scottish licensing law, reinforces key responsibilities, and supports continued compliance with licensing conditions.

Delivered online, the course provides a flexible and convenient way for licence holders to refresh their knowledge and meet mandatory requirements, helping to promote responsible alcohol retailing and protect the licensing objectives.

Tutor support is available if required, giving you access to guidance and reassurance throughout your learning journey while still benefiting from the flexibility of online study.

On successful completion, learners receive a Highfield-accredited qualification, accepted by Scottish Licensing Boards and employers nationwide.

Entry Requirements

To enrol on this course, learners must:

  • Hold a current Scottish Personal Licence

  • Be completing refresher training as part of their licence renewal requirement

  • Have basic English literacy to understand course materials and complete the assessment

  • Have access to a suitable device and internet connection for online learning

To complete the course and assessment at home, learners will need:

  • A computer, laptop, or tablet (PC or Mac; tablet may work but some functions may be limited)

  • Reliable internet connection for accessing online learning materials and the assessment

  • Web browser (Google Chrome, Firefox, Edge, or Safari recommended)

  • Camera and microphone (for remote invigilation during the assessment)

  • Valid photo ID (passport, driver’s licence, or other accepted form)

  • Optional: Headphones or speakers for watching course videos

Additional Entry Requirements

Important Notice for All Course Attendees To attend and complete the course, you must bring valid photographic identification. Acceptable forms of ID include:

  • A valid UK passport
  • A full or provisional UK driving licence

Course Content

The refresher course focuses on reinforcing and updating essential knowledge, including:

  • Overview of Scottish licensing legislation and recent updates

  • Responsibilities of Personal Licence holders, including legal duties and standards of conduct

  • The Licensing Objectives and how they apply in practice

  • Premises licence conditions and compliance requirements

  • Licensed hours and operating controls

  • Protection of children and young persons

  • Responsible alcohol retailing and preventing alcohol-related harm

  • Enforcement, offences, and penalties, including police and licensing authority powers

Assessments

Assessment is completed online through a Highfield Qualify at Home package, allowing learners to complete the assessment remotely.

The assessment:

  • Is multiple-choice

  • Confirms understanding of current licensing law and licence holder responsibilities

  • Is completed online with remote invigilation

  • Includes clear guidance and support prior to assessment

Successful completion provides evidence of refresher training required to support Personal Licence renewal in Scotland.
